SA men need to play greater role in preventing GBV, says Ramaphosa
Dear Fellow South African, If a nation’s character can be judged by how it treats women and children, then we are falling desperately short.
A week before the launch of the annual 16 Days of Activism for No Violence against Women and Children, the latest crime statistics released by the South African Police Service (SAPS) show an increase in rapes, domestic violence, and, perhaps most worryingly, in child murders.
In just three months, between July and September 2021, 9,556 people, most of whom were women, were raped. This is 7% more than in the previous reporting period.
Of the nearly 73,000 assault cases reported during this period, more than 13,000 were domestic violence-related. The rate of child murders has climbed by nearly a third compared to the previous reporting period.
These statistics are shameful. We are in the grip of a relentless war being waged on the bodies of women and children that, despite our best efforts, shows no signs of abating.
We have said before that the violence perpetrated by men against women is the second pandemic that our country must confront, and like the COVID-19 pandemic, it can be overcome if we all work together.
As a government, we have a duty and responsibility to devote the necessary resources to combat crimes of gender-based violence.
Since the launch of the National Strategic Plan to Combat Gender-based Violence and Femicide (NSP) in 2020, there have been a several interventions to respond to GBV. This includes far-reaching legislative reform, support to survivors through the provision of evidence kits at police stations and psycho-social services, the establishment of a GBVF Fund and supporting the network of Thuthuzela and Khuseleka Care Centres.
The SAPS has indicated we are making progress in reducing the significant backlogs in DNA analysis, which is crucial to securing justice for survivors of s.e.x crimes. The SAPS also operates 134 GBV desks at police stations around the country and is in the process of establishing more.
As work continues to implement all the pillars of the NSP, we must ask hard questions of ourselves as a people. When we hold a mirror up to ourselves, do we see the proud, resilient, peaceful and freedom-loving South Africans we aspire to be?
Every year when November comes around, we make pledges to end violence against women and children. We take part in marches, attend mass mobilisation events, and wear regalia emblazoned with powerful slogans like “Sekwanele: Enough is Enough”.
But what we have observed over the years is that most of those who take part in the 16 Days of Activism are women and children, those most affected by and concerned about GBV. This needs to change.
Gender-based violence is, after all, a problem of male violence. It is predominantly men who are rapists. It is mainly men who are perpetrators of domestic violence.
Because it is men who are the main perpetrators, it should be men taking the lead in speaking out and reporting gender-based violence, in raising awareness, in peer education and in prevention efforts.
It should be men in positions of authority in our educational system, whether as school principals, educators or lecturers, who should be making schools and places of higher learning safe spaces for female learners and students, and never, ever abusing their position of authority to demand sexual favours.
Men should also be playing a more formative and present role in their families, particularly in raising their sons to exhibit healthy, positive masculinity that is respectful of women and children.
Communities and community organisations must work with government to implement interventions that redefine masculinity so that we raise men with empathy, tolerance and respect.
Just as ending gender-based violence cannot be the state’s responsibility alone, the onus cannot be on women and children to end the shocking levels of violence and abuse being visited upon them.
South African men need to play a greater role in preventing GBV. They need to understand what constitutes gender-based violence, especially sexual violence.
The latest crime stats show nearly 4,000 people were raped in their homes or that of the perpetrator, and in 400 reported rape cases the victim and perpetrator had a relationship. This suggests that some men do not understand that sexual activity without explicit consent is a crime.

The President of the Senate, Godswill Akpabio, has called for transparency, accountability and the elimination of unnecessary expenditures to cut down on the cost of governance in the country. Agom Jarigbe (PDP-Rivers) highlighted the possible factors contributing to the high cost of governance in the country.He said the size of the country’s bureaucracy, the escalating public service wage bills, the overhead costs of appointed public officials, and the salaries and allowances of elected officials are major factors.
According to him, the running of government institutions among other substantial components contributed to weighing down the economy and hindering development efforts. Let us hold ourselves accountable and take responsibility for the betterment of our nation. We have to ensure that our government operates efficiently and effectively, serving the needs of the people and fostering sustainable development,” he said.
The president of the senate emphasized the need to streamline bureaucracy, eliminate unnecessary expenditures, and ensured transparency and accountability at all levels of governance. We must invest in our human capital, empowering our public officials with the necessary skills and knowledge to drive progress.
“And we must foster a culture of innovation and creativity, where new ideas can flourish and transform our nation,” he said.Akpabio urged all Nigerians to remain united, become agents of change and be committed to making sacrifices for the nation. He said that the 10th Assembly was ready to partner with all stakeholders to do everything within its constitutional powers to make Nigeria for all citizens.

Guardiola’s side were under greater pressure to win this match but their usual fluent passing game was rarely in evidence, stifled by the visitors’ organisation and infuriated by referee Anthony Taylor’s reluctance to punish the Gunners for a succession of infringements.
It led to a scrappy, disjointed game in which City were never allowed to gather their usual momentum and rhythm, with even the best efforts of master creators Kevin de Bruyne and Bernardo Silva unable to carve out meaningful opportunities for Erling Haaland, who was kept on the margins throughout.
The hosts held sway in possession for most of the second half but it was illustrative of the game that Raya barely had an anxious moment, his counterpart Stefan Ortega also idle for long periods.
Indeed, it is the first time City have failed to score at home in the Premier League since October 2021, a run of 47 games.
The reigning champions, as usual, will remain confident of retaining their title but Guardiola will be bitterly disappointed at his side’s failure to trouble Arsenal, with substitute Jack Grealish on the end of some lengthy post-match advice from his manager.
City are back here at Etihad Stadium to face in-form Aston Villa on Wednesday night knowing they cannot afford any more slip-ups in this tight Premier League title pursuit.
Arsenal arrived at Manchester City with a point to make and a chance to show their improvement at a ground where they have had a miserable record in the past.
The Gunners last won here in January 2015, drawing one and losing eight of their subsequent nine visits before this game.
Here, Arteta set his side out to be fiercely drilled and well-organised to frustrate, a strategy seemingly designed to earn the point they secured rather than risk more for victory.
It was a conservative approach but what it did demonstrate was that Arsenal do have more resilience and character than on previous occasions, when they have sometimes capitulated under City’s attacking assault.
Arteta’s side were composed but also willing to throw bodies on the line when danger threatened, not that they were ever in serious peril of conceding – a tribute to their display in itself.
They have kept clean sheets in both games against Manchester City this season, making them only the fourth team to shut out a Guardiola side twice in the same season.
Whether this is one point gained or two lost remains to be seen, but Arteta seemed satisfied enough at the final whistle.
