Catholics from eastern Congo make cross-country journey to meet Pope Francis

Father Adeodatus Muhigi is among the Roman Catholic faithful in Democratic Republic of Congo’s (DRC) restive city of Goma who prepared to welcome Pope Francis last July, before the pontiff had to postpone a trip to Africa because of a knee ailment.

Now instead of welcoming the pope in Goma during the rescheduled trip, Father Muhigi will join dozens of other Catholics from the east, including victims of violence and natural disasters, who are making the cross-country journey to the Congolese capital Kinshasa this week.

“We were looking forward to it with great joy,” Father Muhigi said. “It’s not a disappointment for me, because it’s understandable,” he said.

“We know that it was in his heart to come to Goma, that is why he insisted that there should be a group from Goma, especially victims of the violence who he wanted to meet. So, we understand. It shows that he really wanted to come.”

Eastern Congo has witnessed a resurgence of fighting between the Tutsi-led M23 rebel group and the Congolese army. The rebels have seized territories in a rapid onslaught and advanced to around 20 km from Goma. The fighting has displaced at least 450 000 people.

Father Muhigi said many of the people from the east who would meet the pope were those affected by the fighting. We have focused on victims, victims of the various wars, violence, and those who suffered natural disasters,” he said.

He held a last service this Sunday before the 1 500 km trip to the capital, leading a congregation in prayer in a simple blue-painted chapel.

“Here we have volcanic eruption and war. He is coming so that we always know that God is here, he is with us. God does not abandon us despite our suffering,” said congregant Sister Marie-Julienne Mwene Bikira, who is also travelling to Kinshasa.

In 2021, a volcanic eruption outside Goma left a smoking trail of destruction half a mile wide, burying hundreds of houses and displacing thousands of people.

Governor Douye Diri threatens to sack non-performing commissioners

Bayelsa State Governor, Senator Douye Diri, on Wednesday, warned that he will not hesitate to wield the big stick on any commissioner that does not perform to expectation. Diri, also implored members of the newly constituted cabinet to key into his administration’s vision of providing service to people of the state, while urging them to make service to the state a priority.

Senator Diri handed the warning on Wednesday during the 130th session of the state executive council in Government House, Yenagoa.He said “Any member of the state executive council that does not work in tandem with the policies and vision of this government, we will wield the big stick. You are all men of integrity as you were carefully chosen and we believe that you will perform well. Chief Press Secretary to Governor, Daniel Alabrah, quoted him as saying that his administration’s policies and programmes were having positive impact on people of the state.

He said he was delighted and encouraged that the people appreciated the developmental projects as attested by accolades from Bayelsans.

He particularly mentioned the ongoing construction of the Nembe-Brass road, the completed Sagbama-Ekeremor road, building and equipping of science, technical and vocational schools among other projects and policies in different sectors across the state.

The Bayelsa helmsman expressed the optimism that the new commissioners would perform well as they were carefully chosen based on their pedigrees.

He also charged them to work as a team in order to achieve the administration’s agenda. He said: “You have joined this executive council at a moment so much is expected of us. You are our eyes and ears in the ministries. We thank the people of Bayelsa for creating the enabling environment for this government to thrive. Policies and programmes cannot be achieved except the people accept them. We are encouraged because the people appreciate the work we are doing. We do not praise ourselves, but our work is speaking for us.

Controller Kogi Vigilante Service vows to smoke criminals out of state

The Controller General, Kogi State Vigilante Service Commander Adinoyi Mariam Abdulrahaman, on Wednesday, assumed office vowing to flush out criminal elements out of the State. Addressing journalists in Lokoja, Abdulrahman disclosed that it will no longer be business as usual for any individual who intends to disturb the peace of Kogi State.

He explained that the command will continue to synergise with other security agencies to make Kogi State safe for investors, adding that criminals planning to cause havoc should relocate from the state. It will no longer be business as usual. I can assure all Kogites that the mandate given to us by His Excellency Alhaji Ahmed Usman Ododo is to ensure that Kogi State is safe for all. Let this be a note of warning to those who are enemies of Kogi State.

“For your own good, relocate from Kogi State as there will be no hiding place for you. The Kogi State Vigilantes Service in collaboration with other sister security agencies is fully ready to make our State unconducive for criminals. No matter where you are or highly placed, you will be arrested and prosecuted” he stated.

Abdulrahaman, who is a retired Navy Colonel warned against any forms of indiscipline by officers under his command, stressing that, anyone who intends to sabotage his efforts in ensuring peace in Kogi State will be dismissed from office and made to face the full wrath of the law.

Explaining further, he said “The command under my watch will be aggressive in ensuring discipline in the system. If you are not ready to protect Kogi State and we discover that you are undisciplined we won’t spare you. His Excellency is determined to ensure that Kogi is the safest in Nigeria. When any officer intends to compromise this effort for their own selfish interest, he or she will be shown the exit door”.

He commended the immediate past Commandant of Kogi State Vigilante Service, Hassan Saliyu Aliyu for his achievement, stressing that his wealth of experience is still needed to make the security outfit achieve more in curbing crimes and criminalities in the state.

While appreciating Governor Ododo for finding him worthy to serve in Kogi State, the Controller General of the State Vigilante Service promised to improve the welfare of its officers. Earlier in his remarks, the immediate past Controller General, Kogi State Vigilante Service Hassan Saliyu Aliyu charged the officers of the State to give all their maximum support for the present Commander to succeed.

Bola Tinubu initiates steps to review Public Procurement Act

The Federal Government has initiated steps to review the existing Public Procurement Act as part of measures to instil discipline in fiscal expenditures. Already, the President, Bola Tinubu has appointed Minister of Justice and Attorney General of the Federation, Lateef Fagbemi to drive the process of review in combination with a special committee raised at the Federal Executive Council meeting on Wednesday.

While the deliberations at FEC lasted, President Tinubu directed that all Ministries Department and Agencies MDAs should review their intended procurements as provided for in the appropriation act.The directive is to ensure that where there are gaps between appropriated sums and the actual amount required to execute the projects, it can be brought to the attention of both the Ministry of Budget and Economic Planning and the Federal Ministry of Finance.

The Minister of Budget and Economic Planning, Atiku Bagudu who disclosed the information said, “The President Bola Tinubu today in line with the desire to enhance more fiscal discipline and further demonstrate to Nigerians our commitment to serving them better, raised the issue of the reconciliation between the appropriation act, public procurement law and the fiscal responsibility act. FEC has set up a committee under the chairmanship of the Attorney General and Minister of Justice to review the Public Procurement Act.

“After a robust discussion, the President directed that all ministries department and agencies should review their intended procurement as provided for in the appropriation such that where there are gaps between appropriated sums and amounts required to execute the projects, it can be brought to the attention of both the Ministry of Budget and Economic Planning and Federal Ministry of Finance, such that the memo that the cabinet secretariat will provide to the FEC, will have clarity of where funding is expected to come from and recommendations, to guide effectively the Federal Executive Council decisions.

Mr President directed that the report of the public procurement committee be provided to him so that he can take decisions accordingly.
